The organisation has a sharp focus on improving the quality of public expenditure, personnel and data and through it, develops templates for achieving a step-function improvement in development outcomes across India. We strive to produce high-quality economic analysis to inform state-level policy-making and work closely with top bureaucratic leadership in states. CEGIS possesses world-leading technical expertise across teams and a deep understanding of service delivery in India. Today, CEGIS works across 6 Indian states and 15+ projects across 6 sectors - Education, Nutrition, and Local Governance among others. Some of the central government agencies we work with are Niti Aayog, Capacity Building Commission, Karmayogi Bharat and Intellectual Property office among others.

Position Summary:

We are seeking an experienced and dynamic Senior Program Manager for our Personnel Management vertical, to lead ongoing engagement with an esteemed government institution designing, developing and implementing solutions that contribute to bridging the competency gaps of public officials in India.

The ideal candidate will possess a strong understanding of competency, as a concept and its wide application in the field of learning and development. The candidate must also possess deep knowledge and understanding of different ways in which technology can amplify learning in adults. The candidate is expected to have a proven track record of using principles of systemic thinking and change management and have developed some compelling knowledge resources built to advocate novice frameworks and concepts.

Key Responsibilities:

  • Working closely with key stakeholders and government departments to deliver a range of tasks related to competency-based practices and approaches built towards solving personnel management development outcomes.
  • Leading efforts to disseminate and develop understanding and appreciation of competency-led capacity building approach among the senior government leadership.
  • Leading efforts to enable government training institutions/ government departments in-house capacity building units to adopt the competency-based capacity building approach, covering the demand and supply of the approach.
  • Managing and mentoring team of Manager(s) and Senior Associate(s) to deliver time-bound defined outputs and outcomes supporting the overall objectives of the project.
  • Strengthening in-house processes and capabilities for offering a well-defined competency-based capacity building value-chain to government functionaries.
  • Maintain relationships with all stakeholders by creating periodic updates through documents, presentations, etc.

Program Management:

  • Strategize and maintain program objectives along with the Co-lead/ Lead and implement the same with the Manager and Associates.
  • Manage the administrative aspects of the program such as hiring, procurement, contract management in collaboration with other team members.
  • Liaison and manage relationships with other stakeholders i.e. Technology partners, training institutes, course developers.
  • Develop knowledge resources such as process guides/ notes/ white-paper to contribute to knowledge management practices.
  • Plan and organize outreach interventions/activities such as webinars and workshops. Along with it, guide and provide critical inputs to the communications team in developing collaterals (interviews, website, blogs, videos etc.).
  • Develop compliance reporting (update, reviews, budgets, progress reports) to the key stakeholders (clients/donors) as part of stakeholder management.

Research & Strategy:

  • Study and bring in best practices on competency-based HR practices such as recruitment, capacity building and performance management.
  • Conceptualize and perform research and analysis on data gathered during the program, present the outputs of the program in the form of reports, whitepapers, or other collaterals.
  • Think ahead in conjunction with the seniors and colleagues for the planning and prioritising of the various activities and constantly linking them to the broader goals of the program and organisation.

Required Qualifications, Skills, and Abilities:

  • Masters degree or equivalent in Public Policy, Education management, Technology Management, Human Resources, or related fields.
  • Prior capacity building and/or institutional strengthening experience in the development sector, preferably with governments.
  • Demonstrated experience in measuring and evaluating public sector performance, competency mapping, training needs/gap assessment, e-learning and other relevant organisational development practices, and processes.
  • Project/ program management or implementation roles with governments, multi-laterals, and international development institutions.

Note:

  • The role might require some travel within India depending on the project requirements.
  • Remuneration will be competitive with Indian philanthropy and social sector pay scales and will depend on the candidates experience levels.
